CAPES AND THEIR SEVEN DECADES Trajectory of Postgraduate Studies in Brazil

Abstract

This study had as main objective to present the panorama of the national postgraduate studies since the creation of the Coordination for the Improvement of Higher Education Personnel - Capes to the present day. For this, a research was carried out on institutional reports and public systems, as well as using bibliographic sources, specific legislation and the development of descriptive statistics with regard to the evolution of national postgraduate studies. As main conclusions, it was highlighted that the post-graduation emerged, above all, from the national need for personnel qualification to meet the demands of public and private enterprises that would provide the bases for the country's development. The trajectory of Brazilian postgraduate studies can not be dissociated from the creation of Capes and the conduction of its Coordinators, particularly, Anísio Teixeira, its founder. The growth of both the number of courses offered and the number of enrollments and qualifications of the national graduate program stands out, albeit asymmetrically in relation to the regions of the country. For future research, it is suggested to carry out an analysis of the evolution of the numbers of Brazilian postgraduate courses since its origin, based on evidence and historical events, in the National Graduate Plan and in the National Development Strategy.

Fernanda Cristina da Silva, Universidade Federal de Santa Catarina

Degree in Mathematics from the Federal University of Santa Catarina - UFSC. Master and PhD student at the Graduate Program in Administration at UFSC in the University Management research line. She studies predictive models of evasion. She has been working for more than ten years in the educational area with teaching, research and extension projects. She was a tutor, educational analyst, tutor on large-scale distance learning projects and EdTech Operations Manager.

Andressa Sasaki Vasques Pacheco, Universidade Federal de Santa Catarina

Professor at the Department of Administration Sciences at the Federal University of Santa Catarina. PhD in Engineering and Knowledge Management - UFSC (2010). Master (2007) and Bachelor (2005) in Administration from the Federal University of Santa Catarina. Professor of the Graduate Program in Administration and the Graduate Program in University Administration. Coordinator of the specialization course in Public Management. Experience in the Administration area, with emphasis on University Management. Distance education and Materials Management, acting mainly on the following themes: dropout, graduates, assessment, entrepreneurship, stocks and purchases. Participant in the research groups INPEAU - Institute for Research and Studies in University Administration and NEOGAP - Center for Studies and Observation of Management, Learning and People.

Pedro Antônio de Melo, Universidade Federal de Santa Catarina

PhD in Production and Systems Engineering and Master in Administration from the Federal University of Santa Catarina. Graduated in Literature - Portuguese and Brazilian Literature - UFSC; Specialist in Human Resources at UFSC, and in University Management at CRUB - Council of Rectors of Brazilian Universities in partnership with OUI - Interamerican University Organization (2004), Canada. Post-doctorate in Higher Education, by the International Institute for Higher Education in Latin America and the Caribbean - IESALC, from Unesco. Doctor Honoris Causa, from the Honorable Academia Mundial de Educación - HAME (2012). He is a professor at UFSC - Federal University of Santa Catarina, in the Department of Administration Sciences - CAD, where he teaches disciplines related to Entrepreneurship. In the Postgraduate Programs in Administration - CPGA and University Administration - PPGAU, he teaches disciplines and develops research related to University Management. He was Coordinator of the Professional Master's in University Administration (2010 - 2016). He is Director of the Institute for Research and Studies in University Administration – INPEAU and Head of Department of Administration Sciences - UFSC. Member of the Inter-American University Organization - OUI, Canada, and Coordinator of the Institute for University Management and Leadership - IGLU, Brazil Region.
